Difficult to say,
I wonder if this LDAP authentication works with .NetCore...
You may always add assemblies (.dll) in the dedicated Assemblies folder of your repository.

Strange,
it looks like System.DirectoryServices.dll is not loaded....
you may try this:
copy
c:\inetpub\wwwroot\SealReport\runtimes\win\lib\netcoreapp2.0\System.DirectoryServices.dll
into your Repository\Assemblies folder.
you may copy also the 2 other dlls.

check also your web.config to see if there is no unwanted versions referenced...
