Can we have a facility to add the filter at a desired location ? In the current version we can only have those at the top of the page but we want to use them at desired locations.

No, there is no direct option to do that...
If you master Bootstrap 3 layout, you could play with the report templates to show the restrictions_div (Report.iRestrictions.partial.cshtml included from Report.cshtml) at the desired location...
