I am able to create a report using Seal Report Designer. When I attempt to publish to a remote-hosted IIS, the error below is generated. I've also tried to publish to my local machine and receive the same error.

10:12:08 PM Copying files from 'C:\Program Files (x86)\Seal Report\Web' to '172.86.187.180'
10:12:08 PM Creating web.config file
10:12:08 PM Publishing Site on IIS...
10:12:08 PM
[UNEXPECTED ERROR RECEIVED]
Retrieving the COM class factory for component with CLSID {2B72133B-3F5B-4602-8952-803546CE3344} failed due to the following error: 80040154 Class not registered (Exception from HRESULT: 0x80040154 (REGDB_E_CLASSNOTREG)).

10:12:08 PM Web Site Publishing terminated.

What do I need to do to resolve this?

I am not sure that the Web Report Server Publisher works for remote computer, you have probably to do the install manually.
You are sure that IIS is installed on your machine ?
Check also the requirements listed in the Web Report Server Publisher
for the 3.4 (based on .Net 4.0) and for the 4.0 (based on .Net 4.5 simpler)

Thanks for the quick response... I do have IIS and IIS Express installed on my machine.

Are there instructions/help to install Seal manually on the remote computer?

No there is no additional information, it it a standard ASP.Net Application.
You can publish it manually without the Wizard.

To use the Wizard, make sure that you have run the Server Manager in Administrator Mode.
