We have some images (JPEG format) stored in Oracle BLOB fields we would like to include in the output of reports. Is it possible in Version 3.4? Will it be possible in Version 4.0?

No, CLOB et BLOB are not supported...should be a feature request (at least for Oracle and MSSQLServer but not planned for the 4.0 so far...).
