Hi, to create reports from scratch, please check the Tutorials at http://sealreport.org/QuickStart

Concerning the Web Publication, make sure that you have run the Server Manager with the option "Run as administrator",
this will solve most of the rights problems.

Actually once you have published the Web Report Server with the Sever Manager,
the reports and sub-folders of your repository folder (C:\Program Data\Seal Repository\Reports) are published...
Just browse your local site http://localhost/seal/Main and see if is works...

Concerning IIS, you should have ASP.Net installed with MVC4 as well. Check the pre-requisites.

Note that the future release 1.6 (coming in few weeks) will allow to configure the security for the folders/reports publication...

You probably have not installed correctly IIS,
IIS must be installed with the following features:
IIS version 7: Application Development/ASP.Net
IIS version 8: Application Development/ASP.Net 3.5, Application Development/ASP.Net 4.5
MVC 4 extension

These are pure IIS MVC Questions,
With the IIS Manager you can seee the virtual directory (normally localhost\seal) of the web site, and its physical path (normally C:\inetpub\wwwroot\seal)
There is no link between the 2 paths.
The \Main is part of the Seal application and cannot be changed...

The comes the reports folder of you repository which is located probably in your C:\ProgramData directory.
