The same report can be exported to PDF and looks great!
It can be exported to CSV and then opened with Excel and the date fields can then be formatted to show the date (they have the date and time in them and show the time only by default).
Unfortunately, exporting to Excel leaves all date fields empty.
If the row contained only dates, then the row is trimmed out of the Excel report.

Do you mean: when the date time is specified with a time format, the Excel converter leaves the field empty ?
Make sure that the Type of your element is a Date Time.
You might also force the Type to Text to have your filed in text...
Which version of SR are you using ?
